CHAIR  REVAK announced  the consideration  of CS  FOR HOUSE  BILL                                                               
NO. 64(FSH)  "An Act  relating  to  regional fishery  development                                                               
associations;  and  relating  to  developing  fishery  management

FATE PUTMAN,  Staff, Representative  Louise Stutes,  Alaska State                                                               
Legislature,  Juneau,  Alaska, stated  that  HB  64 would  create                                                               
regional  fishery development  associations. It  would allow  for                                                               
fisheries  management  implementation   and  assessment  of  fees                                                               
against  those fisheries  so the  Alaska Department  of Fish  and                                                               
Game  (ADF&G)  can  perform  assessments   of  the  fisheries  to                                                               
determine  whether  there is  sufficient  stock  to allow  for  a                                                               
fishery.  The association  members will  determine the  amount of                                                               
tax to apply to their  association. He stated that the Department                                                               
of Revenue  (DOR) would collect  the tax the  Fishery development                                                               
association set. At  the direction of the  legislature, DOR would                                                               
shift the funding  to ADF&G, allowing the division  to conduct an                                                               
assessment of the fishery and open the fishery for development.
